Press Release on the Outcomes of the NEC's Meeting on 23rd-24th June 2026

On the morning of 23rd June 2026, at 9:00 A.M., at the Meeting Hall of the National Election Committee (NEC), a meeting was held under presidency of His Excellency Prach Chan, Chairman of the NEC to review and decide on the Minute of the NEC Meeting, Draft Calendar, Draft Master Plan, and Draft Regulation and Procedure for the Election of Commune/Sangkat Councils (RPECCs).

Upon listening to the reports of His Excellency Secretary General of the NEC on the electoral works related to the NEC’s meeting, the NEC meeting reviewed and discussed the contents of each agenda, and decided as follows:

1. Agenda 1: The NEC’s meeting discussed and revised some wordings of the minute and approved the minute of the NEC ‘s meeting on 30th April 2026.

2.Agenda 2: The NEC’s meeting discussed and decided as follows:

 Agreed on the calendar for the Election of Commune/Sangkat Councils in the 6th mandate, 2027.

Agreed on the master plan for the Election of Commune/Sangkat Councils in the 6th mandate, 2027.

3. Agenda 3: Head of Secretariat of the NEC Secretariat General reported to the NEC’s meeting about some formalities and points that were revised in each chapter of the draft Regulation and Procedure for the Election of Commune/Sangkat Councils. After the Royal Government had already set Sunday 6th June 2027 as the date for the Election of Commune/ Sangkat Councils in the 6th Mandate, then the Secretariat of NEC Secretariat General (SNECGS) reviewed and studied the contents stipulated in the Regulation and Procedure for the Election of Commune/Sangkat Councils in the 5th Mandate, 2022. Then, the Secretariat of NEC General Secretariat prepared the formalities of draft Regulation and Procedure in accordance with the order of each stipulation and made them consistent with the current social context and in response to the NEC's vision, which may ensure legality, conformity, consistency, sustainability and efficiency in implementation according to the Law on Amendments to the Election Law and other election-related legislative instruments such as the Law on Political Party, the Law on Nationality and Sub-Decree as well as Inter-Ministerial Proclamations and Ministerial Proclamations and so on.

Afterward, the NEC begun to review and discuss each chapter upon listening to the brief report of the Head of Secretariat on each chapter in the Draft Regulation and Procedure for the Election of Commune/Sangkat Councils (RPECCs). In the Draft Regulation and Procedure, there are a total of 14 chapters and 9 annexes which each chapter contains its titles as follows:

·   Chapter 1: General Provision;

·   Chapter 2: Administration of the Election of Commune/Sangkat Councils;

·   Chapter 3: Voter Registration, Voter Lists, and Election;

·   Chapter 4: Electoral System and Allocation of Seats;

·   Chapter 5: Polling Stations and Ballot Counting Stations;

·   Chapter 6: Registration of the List of Political Party Candidates Running for the Election of Commune/Sangkat Councils

·   Chapter 7:  Electoral Campaigns

·   Chapter 8:  Political Party’s Agents, Election Observers, and Journalists;

·   Chapter 9:  Organization, Administration and Conduct of Election;

·   Chapter 10: Closure of the Polling, Ballot Counting, and Collecting, Delivering and Receiving of Electoral Materials;

·   Chapter 11: Provisional Election Results, Official Election Results, and Complaints against Election Results;

·   Chapter 12: Closure of Polling Stations in Emergency and Re-Election;

·   Chapter 13: By-Election;

·  Chapter 14: Filing, Receiving and Resolving Complaints against all violations of provisions of the Law on Election of Commune/Sangkat Councils (LECCs) or the Law on Amendment to the Law on Election (LALE) with regards to the election and the competence and procedures for conciliatory meeting, ruling meeting, and public hearings to resolve complaints as well as the modalities and procedures for enforcing the penalties set out by the National Election Committee (NEC);

·   Annexes: There are 9 appendixes.

After having organized a two-day meeting, on 24th June 2026, the NEC’s meeting approved the Draft Regulation and Procedure for the Election of Commune/Sangkat Councils (RPECCs). The Regulation and Procedure shall be submitted to relevant stakeholders for review and recommendations before the NEC approves and promulgates them officially for the 6th mandate of the Election of Commune/Sangkat Councils 2027.

This NEC’s meeting was declared closed by His Excellency Prach Chan, Chairman of the NEC at 11:54 A.M. on the 24th, the same month and year.
