On the morning of Tuesday 18th August 2026, at 9:00 A.M, at the Meeting Hall of the National Election Committee (NEC), a meeting held under the presidency of His Excellency Prach Chan, Chairman of the NEC to review and approve the minute of the NEC meeting, the comments provided by relevant stakeholders on the Draft Regulations and Procedures for the Election of Commune/Sangkat Councils, and to review a video manual on procedures for the voter lists revision and voter registration 2026.
Agenda 1: The NEC meeting revised and added some contents to the minute and approved the minute of NEC meeting held on 23-24 June 2026.
Agenda 2: His Excellency Secretary General of the NEC reported that the draft regulations and procedures for the Election of Communes/Sangkat Councils were submitted by the NEC General Secretariat to 84 relevant stakeholders for comments. The NEC General Secretariat received comments from 47 stakeholders. The working group responsible for drafting the Regulations and Procedures under the NEC General Secretariat reviewed and discussed the draft Regulations and Procedures at the level of technical units, and submitted the recommendations to the NEC on each point as stated in the Draft Regulations and Procedures for the NEC review and approval.
Upon listening to the report delivered by His Excellency Secretary General of the NEC, the NEC meeting reviewed and discussed the suggestions raised by these stakeholders according to each chapter and also made decisions one by one. The Draft Regulations and Procedures contain 14 chapters and 9 annexes. With regards to the NEC's decision to provide advices/suggestions on the regulations and procedures, His Excellency Prach Chan, Chairman of NEC, instructed His Excellency Secretary General of NEC to organize a meeting with relevant stakeholders to disseminate and provide further clarification to all stakeholders the Regulations and Procedures for the Election of Commune/Sangkat Councils, especially related to the registration of candidates of the political parties standing for the election of Commune/Sangkat Councils, filing complaints and objections.
Agenda 3: The NEC meeting reviewed and approved the video manual demonstrating the procedures for voter list revision and voter registration 2026.
The NEC meeting was concluded by His Excellency Prach Chan, Chairman of the NEC at 12:16 P.M. on the same day.
