The National Election Committee (NEC) organized a consultation meeting on the Draft Regulations and Procedures for the Election of Commune/Sangkat Councils (RPECC) on the Morning of 31st August 2026 at the NEC Headquarters. The meeting was attended in person by NEC officials and representatives of stakeholders involved in the election, including representatives of ministries and government institutions, political parties, representatives of associations, non-governmental organizations, and the Provincial/Capital Election Secretariats (PES) with a total of 129 participants, and approximately 100 participants via video conference.
This consultation meeting has been organized after the NEC received 48 recommendations from among 84 stakeholders whom the NEC has sent the draft for review during a 23-day period from 30th June to 22nd July 2026.
In his welcoming remarks at the opening of the meeting, His Excellency Hoeu Rong, Deputy-Secretary General of the NEC stated, “The consultation meeting has been organized with the aims of exchanging views with stakeholders who submitted comments on the Draft Regulations and Procedures for the Election of Commune/Sangkat Councils (RPECC) to the NEC and gathered further recommendation in order to improve the Regulations and Procedures to make them more comprehensive, easier to understand and implement, responsive to the current context and new developments, and consistent with the laws and other regulatory documents, in force before the NEC officially approves them.”
His Excellency Hoeu Rong emphasized that the Draft RPECC had been prepared based on legal framework, other regulatory documents, previous electoral experience and recommendations received from past election review conferences, also presented the key principles and major revisions introduced in each chapter of the draft. The draft was initially prepared by the NEC General Secretariat and then submitted to the NEC for review and written recommendations to support its further improvement.
The consultation meeting in the entire morning comprised the lively discussions, questions and answers session, explanations and/or deliberation from the coordinating commission which headed the meeting and stakeholders.
In his closing remarks of the consultation meeting on the draft RPECC, His Excellency Tep Nytha, Secretary General of the NEC expressed his appreciation and highly commended the leadership and technical officials of the NEC’s General Secretariat for their attention and made every effort with all their hearts to initialize and revise the Draft Regulations and Procedures before handing this draft over to all stakeholders for consideration and further comments.
At the same time, His Excellency Secretary General of the NEC also thanked all stakeholders including ministries, institutions, political parties, associations, non-governmental organizations, and the 25 Provincial/Capital Election Secretariats (PES) for reviewing the draft and submitting written comments to the NEC. The participation of all stakeholders demonstrated transparency, integrity, and quality in the preparation of the Draft Regulation and Procedures and contributed to its further improvement.
His Excellency Tep Nytha highlighted that although all comments raised by all the relevant stakeholders had already been clarified, explained and/or interpreted by the coordinating commission within the scope of its competence, the NEC General Secretariat would summarize all additional comments raised in the morning's meeting and submit to the NEC for final review and decision in the near future.
Before declaring the meeting closed, His Excellency Tep Nytha expressed his strong belief that all comments raised by all stakeholders were important inputs for the National Election Committee for further review, study and consideration based on the legal framework and other regulatory documents in force before officially approving the Regulations and Procedures.
It’s worth noting that these Regulations and Procedures for the Election of Commune/Sangkat Councils (RPECC) will be used for the 6th Mandate of the Election of Commune/Sangkat Councils, which will be held on 6th June 2027 and subsequent Mandates of the Commune/Sangkat Councils.
