The National Election Committee (NEC) would like to inform all political parties, national and international associations/NGOs on the submission and reception of registration application forms for political party agents, and election observers as follows:
I. Submission and Reception Registration Application Forms for Political Party Agents
All political parties duly registered in accordance with the Law on Political Parties have the right to nominate a number of their agents as required by the party to observe the voter lists revision and voter registration at Commune/Sangkat hall and voter registration station determined by NEC.
The registration application forms (F. 1007) for political party agents shall be signed by the political party chairperson or representative who has received a written right transfer from the chairperson of the political party. This transfer isn’t allowed except the letter of transfer indicates further transfer of rights.
- The date of submission and reception for registration application forms for political party agents from 30 September 2026 to 2 February 2027.
- Political party shall submit the registration application forms for its agents to commune/Sangkat councils (CSC) on Form 1007, which is available for free of charge. Political party can copy the registration application forms for political party agents (F. 1007) for the registration application forms for political party agents.
- Political party can be download Form 1007 from website at www.nec.gov.kh.
A copy of the registration certificate of a political party at the Ministry of Interior is a copy of the Prakas of registration in the lists of political parties at the Ministry of Interior, which has been certified by the One Window Service Unit at Capital/Provincial Administration levels or Municipal/District/Khan Administration levels. Political parties must send one (1) copy of this Prakas to the NEC for filing and for applying for registration application forms for political party agents to CSCs, political parties simply attach a copy of the Prakas on registration in the list of political parties at the Ministry of Interior, which confirms the legality, along with the registration application forms for political party agents (F. 1007).
II. Submission and Reception of Registration Application Forms for National and International Observers
1. Submission and Reception of Registration Application Forms for National Observers
- The date of submission and reception for registration application forms for national observers from 7 September 2026 until 2 February 2027.
- Association or NGOs willing to participate to observe the voter lists revision and voter registration shall complete the registration application forms for the observers and submit the application forms of observers at the NEC headquarters (Political Parties, Associations and NGOs office, 3rd Floor) every working hour from 7:00 (seven) to 11:30 (eleven thirty) in the morning and from 14:00 (fourteen) to 17:30 (seventeen thirty) in the afternoon.
- Registration application form sample for national observer is available free of charge at the NEC headquarters or can be downloaded from the NEC website at www.nec.gov.kh.
National observers who have been officially recognized and authorized by the NEC and have received the Observer Pass from the Provincial/Capital Election Secretariats (PESs) are entitled to observe the voter lists revision and voter registration process 2026 who the concerned observers have been registered in that capital and provinces.
2. Submission and Reception of Registered Application Forms for International Election Observers
- The date for submission and reception of registration application forms for international election observer is from 7 September 2026 until 9 February 2027.
- International Election Observer willing to participate to observe the voter lists revision and voter registration shall properly complete the registration application forms and shall submit to the NEC headquarters (Political Parties, Associations and NGOs office, 3rd Floor) every working hour from 7:00 (seven) to 11:30 (eleven thirty) in the morning and from 14:00 (fourteen) to 17:30 (seventeen thirty) in the afternoon or contact by email info@nec.gov.kh.
- Registration Application form sample for international election observer is available free of charge at the NEC headquarters or can be download from website at www.nec.goc.kh.
International election observers who have been officially authorized from the NEC are entitled to observe the whole process of the voter lists revision and voter registration throughout the Kingdom of Cambodia.
- Suggestion
After the process of voter lists revision and voter registration nationwide is complete, all observe associations or NGOs must submit a report on findings, observations, and conclusions through their leadership to the NEC.
The NEC hopes that all political parties, national and international associations/NGOs, CSCs and PESs will attentively make a good collaboration to have the voter lists revision and voter registration 2026 conducted successfully.
